- ➤ Dozens of new state laws will take effect Tuesday and cover a cellphone ban in schools, a new nitrogen gas method for executions, and a requirement to display the Ten Commandments in public buildings. The measures will also change affirmative action, Medicaid for mothers, higher education funding, social media liability, and alcohol delivery rules — state officials must now follow new guidelines and deadlines.
